Paul Taylor Paul Taylor Managing Director
Paul established Taylor Keogh in 2003. He has more than 20 years' experience in corporate communications and public affairs, with a career that has spanned senior in-house and consultancy roles. Paul was formerly Head of Corporate Affairs at London Electricity Group/EDF Energy and has worked with clients in the energy and utility sectors for a large part of his career. His client work encompasses public affairs, financial communications / M&A activity through to media and community relations and business marketing. Paul is a member of the Energy Institute and the All Party Parliamentary Renewables and Sustainable Energy Group.
Clodagh Keogh Clodagh Keogh Director
Clodagh is a marketing specialist with over 15 years experience in business who has worked with multinational companies in Dublin, Brussels, Italy and the UK. She has advised clients on all areas of the marketing-mix including product launches, design and print, internal marketing and communications. Clodagh's responsibilities also include corporate marketing, quality control and financial management.

Simon Gordon

Westminster & Whitehall

Simon is a former Head of Public Affairs at the Electricity Association and a former Head of Communications at the National Landlords Association. During his time at the EA, he designed and implemented public affairs strategies for the Association, individual member companies and provided a political intelligence service. In addition, Simon lobbied the European Commission on competition policy and the opening up the energy market across the EU.

Politically, Simon has worked at Conservative Central Office and stood for the European Parliament in 1994 and for the UK Parliament in 1997. He was part of Iain Duncan Smith’s campaign team and private office at one time, and he retains strong contacts with the political parties both at Westminster and in Brussels. He is a former Chairman of the Government Affairs Group of the UK Chartered Institute of Public Relations.

Clive Moffatt

Regulatory Affairs

Clive has been at the forefront of many leading developments in the UK and EU energy market in the last 20 years. He is a former Treasury economist, merchant banker (Guinness Peat Group), business editor at the BBC and at the Financial Times.

In 1988, he set up Moffatt Associates, which became a leading research and strategic consultancy specializing in the wholesale and retail gas and electricity markets in the UK and EU. His clients in the energy sector have included Enron, the Electricity Pool, RWE, APX, Endesa, Tennet , OMNIE, MEUC, OMV, BOA/Merrill Lynch, Barclays Bank and the EU Commission. He is an advisor to Stag Energy with regard to the implications of the new Energy Act.

Kate Hinton

Public Relations

Kate is a PR/communications consultant who specialises in CSR, sustainability and environment issues. She has over 18 years of experience and has held senior communication roles with the Environment Agency, the Energy Saving Trust, Greenergy and London First. Kate’s expertise includes developing communication campaigns that engage a range of audiences: consumer, corporate, trade, political and internal stakeholders.

Her key achievements include launching the UK’s first biodiesel blend; organising a multi-ministerial event to launch the UK’s White Paper on Welfare reform; a PR campaign to influence the introduction of greenhouse gas reporting; working on the introduction of one of the first tax incentives for cleaner fuels and technologies; doubling the media coverage with half the budget at the Energy Saving Trust; and the introduction of the Environment Agency’s first league tables of environmental polluters.

Jason Nisse

Jason Nisse spent 20 years on British national newspapers, including six years as a business editor. He’s was director of media relations for Barclays plc before moving into consultancy, firstly at Fishburn Hedges and then as a founding partner of Newgate Communications. At both firms he led the special situations and crisis communications disciplines, also providing media and message training as well as board level communications consultancy to clients in the energy, financial and technology sectors. He has lectured on crisis communications at Harvard University and King’s College, University of London.

Neil Stockley

Neil Stockley is a communications strategist with more than thirty years’ experience in public affairs and politics, in the UK and New Zealand. He has significant experience in energy, climate change and environmental policy and is an experienced speech writer and editor of policy papers, submissions and publications. Over nearly two decades of UK public affairs consultancy, Neil has helped National Grid, offshore wind and waste to energy generators, solar companies, a renewable energy merchant bank and distribution network operators to address a range of policy and regulatory challenges. He has worked with a “big 6” energy company, a challenger energy brand and trade membership associations across the energy sector. Neil has also advised a number of water companies. Neil is a former policy director for the Liberal Democrats.

Kate Garratt

Kate is an experienced PR/communications consultant for organisations of all shapes and sizes working in distributed generation and energy networks. Her interest in the pipes, wires and backbone of the UK’s critical Infrastructure is driven by a firm belief that optimisation at grid level will make a powerful contribution to decarbonisation. She was one of PR Week’s 29 under 29 in 2012 and has held in-house and agency roles supporting organisations across the energy landscape from technology start-ups to government advisors. She has worked with Baringa Partners, Elster, UK Power Reserve and ICIS.

Niall stuart

Government/Public Relations (Scotland)

Niall is a former Chief Executive of Scottish Renewables, the representative group for Scotland’s renewable energy sector.   He brings 15 years’ experience of engagement with politicians, policy makers, and has led the development of a wide variety of policy proposals and reforms, securing important changes in areas as diverse as renewable energy targets and business rates.  He has also been a regular contributor to Scottish and UK media.  He was a member of Scotland’s First Minister’s Energy Advisory Board and co-Chair of the Scottish Government’s Renewable Industry Advisory Board.

He is currently working on local stakeholder engagement for a number of infrastructure projects, as well as providing strategic communications advice to companies in the low carbon energy sector.

Cyra Parkes

Planning and Infrastructure PR

Cyra has an in-depth understanding of the PR issues associated with the planning and development of renewable energy projects in the UK. Her work encompasses stakeholder research, political audits, community relations, public consultation and media relations. She has worked in the renewable energy sector for more than 10 years and has worked on onshore and offshore wind projects as well as biomass and waste management schemes. She also has extensive experience of working on major regeneration schemes, as well as industrial and residential developments.

Peter Ellis


Peter supports Taylor Keogh’s work in the North East of England, primarily with regard to stakeholder relations and planning issues in the region. He is a chartered town planner who has worked for many years on Teesside. He has been focused on economic development since the 1980s with both County and Borough local authorities, leading inward investment and local development teams. In 2002 Peter established Renew Tees Valley Ltd. – a not for profit company backed by One North East and the local authorities to help develop and support new renewable energy and resource recyling projects across Tees Valley.

Jessica Topham


Jessica manages public and stakeholder consultation for a range of renewable energy and property proposals. She has 10 years’ experience of planning and delivering research-based, strategic community engagement, media relations, consultation events and reporting on and analysing feedback. She has delivered consultation for solar farms, wind farms and biomass plants, as well as housing developments, commercial property, sports and leisure schemes and church projects. She is particularly passionate about digital engagement, advocating the use of online consultation to engage a broader audience in the planning process.

Christopher has been an independent communications and marketing consultant since 2001, and over the past decade much of his work has focused on renewable energy and sustainable development issues for SMEs, major PLCs and membership organisations.  His career has spanned consultancy and in-house corporate communication roles with companies such as Hilton, Aegis, Arjo Wiggins Appleton and Antalis.
