Paul Taylor Paul Taylor Managing Director
Paul established Taylor Keogh in 2003. He has more than 20 years' experience in corporate communications and public affairs, with a career that has spanned senior in-house and consultancy roles. Paul was formerly Head of Corporate Affairs at London Electricity Group/EDF Energy and has worked with clients in the energy and utility sectors for a large part of his career. His client work encompasses public affairs, financial communications / M&A activity through to media and community relations and business marketing. Paul is a member of the Energy Institute and the All Party Parliamentary Renewables and Sustainable Energy Group.
Clodagh Keogh Clodagh Keogh Director
Clodagh is a marketing specialist with over 15 years experience in business who has worked with multinational companies in Dublin, Brussels, Italy and the UK. She has advised clients on all areas of the marketing-mix including product launches, design and print, internal marketing and communications. Clodagh's responsibilities also include corporate marketing, quality control and financial management.

Simon Gordon

Westminster & Whitehall

Simon is a former Head of Public Affairs at the Electricity Association and a former Head of Communications at the National Landlords Association. During his time at the EA, he designed and implemented public affairs strategies for the Association, individual member companies and provided a political intelligence service. In addition, Simon lobbied the European Commission on competition policy and the opening up the energy market across the EU.

Politically, Simon has worked at Conservative Central Office and stood for the European Parliament in 1994 and for the UK Parliament in 1997. He was part of Iain Duncan Smith’s campaign team and private office at one time, and he retains strong contacts with the political parties both at Westminster and in Brussels. He is a former Chairman of the Government Affairs Group of the UK Chartered Institute of Public Relations.

Seb Kennedy

Seb is a communications professional with unique insight on the renewable energy industry in the UK and further afield. He has developed expertise on the development of wave and tidal technologies, boom-and-bust deployment of onshore wind, and the UK’s labyrinthine suite of energy policy instruments.

Seb’s insightful research and analysis helped set the agenda for the UK renewables scene during his seven years as a reporter and editor at industry newsletter reNews. His reports have been used by industry professionals seeking to engage policymakers in Westminster and the UK’s devolved administrations.

Felicity is a communications professional with specialist experience in the energy sector from both sides of the newsdesk. After nine years as a journalist at the Guardian in London, Felicity relocated to the US to report on energy policy and finance from San Francisco for Breaking Energy, Environmental Finance and PV Tech. Felicity now enables companies and non-profits in energy and sustainability to communicate the value of their products and services to investors, policymakers and consumers. Specialisms include media relations, crisis communications, issues management, public affairs, stakeholder engagement and strategic and digital content development.

Frances Knox

Frances has been an associate consultant of Taylor Keogh since 2008. She has 20 years experience in corporate and consumer public relations having worked with leading companies and brands such as Singapore Airlines, The Port Authority of New York and New Jersey, Scottish & Newcastle Retail and Reed Exhibition Companies. Her work encompasses strategic planning, issue and crisis management, event management (launches and exhibitions), website development, consumer research campaigns, sponsorship, CSR, direct marketing, trade advertising and extensive written work including the production of newsletters and brochures. A graduate from Warwick University, she also holds a post-graduate business qualification in International Public Relations.

Clive Moffatt

Clive has been at the forefront of many leading developments in the UK and EU energy market in the last 20 years. He is a former Treasury economist, merchant banker (Guinness Peat Group), business editor at the BBC and at the Financial Times.

In 1988, he set up Moffatt Associates, which became a leading research and strategic consultancy specializing in the wholesale and retail gas and electricity markets in the UK and EU. His clients in the energy sector have included Enron, the Electricity Pool, RWE, APX, Endesa, Tennet , OMNIE, MEUC, OMV, BOA/Merrill Lynch, Barclays Bank and the EU Commission. He is an advisor to Stag Energy with regard to the implications of the new Energy Act.

Jim Mitchell

Westminster & Whitehall

Jim has vast experience of getting things done within the Government “machine” and of dealing with Government stakeholders at the most senior levels as a private sector practitioner. During a 20 year civil service career, Jim served in DTI, HM Treasury and the Department of Energy developing policy on a range of key economic subject areas including Oil & Gas, Nuclear Power, Skills and Industrial Competitiveness.

He was Private Secretary to four different ministers across the Conservative and Labour Administrations. Since leaving Government, Jim has worked as a consultant specialist in strategy, policy development, change management, communications and project management in areas ranging from energy using products to fiscal and financial support measures in the European buildings sector.

Working with Taylor Keogh, Jim was Director of Communications for the consortium operating Defra’s Sustainable Products and Materials Lead Contract. In addition, Jim worked at the Energy & Utility Skills Group as Head of Policy and Public Affairs with responsibility for Policy Development/Government relations and the management and commercialisation of Research, Workforce Planning and Devolved Nations Teams. From 2012 to 2014, Jim was co-Chair of the Government’s Green Economy Council Green Skills Task Force.

Kate Hinton

Kate is a PR/communications consultant who specialises in CSR, sustainability and environment issues. She has over 18 years of experience and has held senior communication roles with the Environment Agency, the Energy Saving Trust, Greenergy and London First. Kate’s expertise includes developing communication campaigns that engage a range of audiences: consumer, corporate, trade, political and internal stakeholders.

Her key achievements include launching the UK’s first biodiesel blend; organising a multi-ministerial event to launch the UK’s White Paper on Welfare reform; a PR campaign to influence the introduction of greenhouse gas reporting; working on the introduction of one of the first tax incentives for cleaner fuels and technologies; doubling the media coverage with half the budget at the Energy Saving Trust; and the introduction of the Environment Agency’s first league tables of environmental polluters.

Cyra Parkes

Planning and Infrastructure PR

Cyra has an in-depth understanding of the PR issues associated with the planning and development of renewable energy projects in the UK. Her work encompasses stakeholder research, political audits, community relations, public consultation and media relations. She has worked in the renewable energy sector for more than 10 years and has worked on onshore and offshore wind projects as well as biomass and waste management schemes. She also has extensive experience of working on major regeneration schemes, as well as industrial and residential developments.

Dr Melanie Wedgbury

Melanie has over 20 years’ experience of media, government and community relations as well as policy analysis and development. Throughout her career Melanie has worked in a variety of senior roles in the UK electricity industry, including eight years at the Electricity Association as head of corporate policy, before moving to US-owned developer, Entergy Wholesale Operations, as director of regulatory affairs and then to Drax Group plc as its head of communications.

Melanie has directed a number of issues management campaigns, utilising the full range of communications skills, many dealing with complex environmental and sustainability issues. Also, she has experience of providing communications support for development projects. Melanie holds a BSc in Materials Technology, a PhD in metallurgy and an MBA.

Peter Ellis



Peter supports Taylor Keogh’s work in the North East of England, primarily with regard to stakeholder relations and planning issues in the region. He is a chartered town planner who has worked for many years on Teesside. He has been focused on economic development since the 1980s with both County and Borough local authorities, leading inward investment and local development teams. In 2002 Peter established Renew Tees Valley Ltd. – a not for profit company backed by One North East and the local authorities to help develop and support new renewable energy and resource recyling projects across Tees Valley.

Charley Rattan



Charley has a wealth of experience as a renewable energy developer, implementer and constructor. He has worked in the onshore and offshore wind sectors, most recently with SSE where he completed three and a half years at the Centre for Excellence in Renewable Engineering. He has been intimately involved in the consenting of over 100 MW of renewable energy assets, much of it now operational. A confident communicator and skilled negotiator with excellent problem-solving abilities, Charley has a reputation for producing successful outcomes from difficult or controversial situations, combining management expertise with technical knowledge and an exceptional understanding of stakeholders’ need to ensure safe and successful outcomes for projects.

Patrick Peal



Patrick spent five years running the Group Lotus comms department before setting up his own regional PR agency which over 18 years became the region’s biggest and most successful. Now back to consultancy, Patrick specialises in renewable energy projects and planning consultations where his experience and connections across the public and private sector prove invaluable.

Jessica Topham



Jessica manages public and stakeholder consultation for a range of renewable energy and property proposals. She has 10 years’ experience of planning and delivering research-based, strategic community engagement, media relations, consultation events and reporting on and analysing feedback. She has delivered consultation for solar farms, wind farms and biomass plants, as well as housing developments, commercial property, sports and leisure schemes and church projects. She is particularly passionate about digital engagement, advocating the use of online consultation to engage a broader audience in the planning process.
